In 1979, she graduated with honors from the Faculty of Philology of the Ivano-Frankivsk State Pedagogical Institute named after Vasyl Stefanyk. She worked as a teacher in kindergarten No. 1 in Ivano-Frankivsk, a teacher at Ivano-Frankivsk Secondary School No. 1, and in 1988 began teaching at the university.

In 1993, defended her candidate’s thesis on the topic “Primary students’ educational and cognitive culture” (on the material of the Ukrainian language) Specialty 13.00.02 – teaching methods (the Ukrainian language). In 1994, was awarded the academic title of Associate Professor.

In 2016, defended her doctoral dissertation on the topic “Theoretical and methodological foundations of the formation of communicative and strategic competence of future primary school teachers” Specialty 13.00.02 – theory and teaching methods (the Ukrainian language), 13.00.04 – theory and methods of professional education. In 2020, the title of Professor was awarded.

From 2017 to 2022, M.P. Oliiar headed the Department of Pedagogy of Primary Education of Vasyl Stefanyk Precarpathian National University. She is a member of the Academic Council of the Pedagogical Faculty. She got extensive practical experience in the field of professional training of future primary school teachers, in the development of curricula, educational and professional programs in the field of knowledge 01 Education/Pedagogy Specialty 013 Primary Education.

M.P. Oliiar is the author of more than 160 scientific works on the problems of personality formation of primary school students and professional training of future teachers, published in specialized domestic and foreign publications. She is the head of the research topic “Personality development of a primary school student in the conditions of a mountain environment” (state registration number 0113 U 005200) of the international project “Mountain School. State. Problems. Perspectives of development”, a member of the editorial board of scientific publications “Mountain School of the Ukrainian Carpathians”, “Educational Horizons”, scientific editor of a series of collective monographs and scientific-methodical manuals on current problems of primary education and professional development of teachers.

Oliiar M.P. works on the problems of the development of future primary school teachers’ communicative competence, future teachers’ communicative personality, and value orientations, as well as the development of the primary school students’ communicative skills, the educational and cognitive culture of primary school students. Head of the student research group “Formation of communicative competence of primary school students”.

The educational activity provides teaching of educational disciplines: “Actual problems of modernization of primary education”, “Communicative Pedagogy”, “Basics of communicative activity of future primary school teachers”, “Basics of Pedagogy”, “Didactics”, “Theory and methods of education”, “Pedagogical skills, “Pedagogical Management” and others.

As a scientist and educator, M.P. Oiiar cooperates actively with the pedagogical community of Ukraine and abroad, is a participant, organizer, and co-organizer of a number of international and all-Ukrainian conferences, scientific and methodical seminars on the development of primary professional and pedagogical education.

For her active work in the training of teaching staff for educational institutions in Ukraine, she was awarded several times with diplomas from the university administration of Vasyl Stefanyk Precarpathian National University, the Ivano-Frankivsk Regional State Administration, the Department of Education, Science, Family, Youth and Sports of the Ivano-Frankivsk Regional State Administration.
